Can someone tell me the function to rename the little installshield wizard loading dialog that pops up when first running the setup or when you want to uninstall?

There is no such function as that is InstallShield's way of advertising their name/technology.

The best you can do, shorting of hacking the IS resources, is to modify the referenced application name.
