So, would it be better to clear out all actions from both the admin and advertise sequences or should I make the 2 sequences identical to my installation sequence?

I don't think I want my user to have the abilty (for now) to install in Adminstration/Advertisement mode. (?)

Definately not.
These are special sequence leave then alone until you are ready to deal with them.
The default admin sequence will unpack your cab to a network server ready for mass roll out. This is what it is meant to do. You add to it to preset properties for a normal install but it definately should not be the same as your install sequence. Some of your users will use this.

Okay! Then I will leave these sequences as they were originally created by the Project Wizard until I need to deal with them! Thanks a lot!!!!
