I'm new to InstallShield and Windows Installer.  I have a very simple question:  How to generate a Windows Installer, MSI,
installation from InstallShield for Microsoft Visual C++ 6.0?

Using a test case, I was able to generate a SETUP.EXE using
InstallShield but no MSI files were generated.  Do I need a
full InstallShield package?

InstallShield for Visual C++ 6 doesn't create Windows Installer based setup. You can either use Microsoft's Visual Studio Installer (free download) or buy a tool like InstallShield Developer or InstallShield Express.
