Files of a merge module are not getting upgraded

Am doing a minor upgrade of a product which has 5 merge modules. All these merge modules are installed as part of the version 1.0 of the product. When i do a minor upgrade, the files on one particular merge module does not get updated though the files have changed between the 2 versions - for the versioned files, the version number has increased and for the non-versioned files, the time stamp and the hash value has changed.
Can someone tell me why this is happening?

My first suggestion would be to log the minor upgrade and check to see what state is shown for the features those merge modules are assigned to, and to check the states for the individual components in the merge modules.
