I have a feature that's not selected default. when the installer running, how can I juede whether this feature need to install?

Open your Installshield help and type within the search field 'Conditional Statement Syntax'.
Here you can find how you can set conditions on Custom actions.
Within Installscript, you can use the the function MsiGetFeatureState. Look at the help for more info.

You could also look at control events like AddLocal, or maybe you can use InstallLevels.
