XP install fails after uninstall

Installed an application with version 6.21. Uninstalled it. Then reinstalled it. On the re-install attempt Installshield starts (typical install selected) but then fails to do anything and immediately jumps to the Installshield closing diaolg box. It happens very instantly. Installshield uninstall folder is not present for this app, registry entry is not present for this app. and program files were actually uninstalled during uninstall process.
What would cause this? Do I need to upgrade to a higher Installshield version because of XP compatibility issue?

Yes, move to IS 6.31 in order to properly support Windows XP. Upon doing so, also be sure and select it as a valid OS under your project settings.
