I'm working on an installation that will eventually be shipped to our customers. I need to figure out they can create transforms for the install. I know I can create them with InstallShield Developer, but a customer won't have that. I've searched MSDN and I can't find anything about creating them.
So any help on this would be great.

the IntelSDK has tools to do this. it is freely available from ms and once installed has the MSITran.EXE in the ...\Bin directory.

You can also use Tuner to create your transform.
Tuner is an InstallShield product.
