Is it possible for the user to rollback the patch or upgrade after it's been successfully applied?
Or, is it possible to set up a similar mechanism for them?

Say a user applies a patch or upgrade and decides that - for whatever reason - they don't like it.

This is not possible. Msi only records informtion about the current configuration.
If you need this facility you will need to do substantial amounts of work yourself.
