Is there a way to check if a product is installed correctly, or has been changed? Some combination of msiexec command line options to check if all files are present and unchanged?
I know there is the repair option, but I'd like a way to see if a repair is actually required, and if so by what. A sort of "make -n" option - tell me what you would repair, or I guess even to do the repair but report what is not correctly installed if anything?

I don't know of such a program or script. Ultimately you could create your own, just enumerate all components, and ask their states. For all installed components, check their key paths.
You can always force a repair with logging on, then examine the log file.
