I have IS6.21 in english. How can I get the spanish language pack for this version

You would need the West Language pack. Language Packs for version 6 are no longer available directly, since version 6 has been superseded by version 7 which in turn has been superseded by DevStudio 9.
However you could buy the West pack for DevStudio 9 and request a downgrade to version 6 (at an additional processing fee).
