Shell Objects: target garbled

IS 6.1Pro
Under certain conditions, a shell object target string is garbled and fails when a user clicks on it. The error prepends "C:\" (or WINSYSDISK if not C:) to the 'Target' string I specified in the shortcut. This happens (sometimes) on a completely new install on Win2000 systems and I can reproduce the error on Win2000 by uninstalling, rebooting and reinstalling. Has anyone else seen this problem?

I forgot to add that the Target string includes references to Windows environment variables: e.g, a sample string that gets garbled is: %foo%\bin\foo.exe where "foo" is a fully qualified path of the form "C:\foo1\foo2\foo3".
