Prevent Custom Action From Firing

I have a .txt file that I am using for a flag to signal the execution of some custom actions.  This text file is part of a conditionally installed feature called WORKTXT.  

If the .txt file is in place, the CAs are NOT to fire off.  On the Custom Actions, I have the following condition

&WORKTXT=2.

I was hoping that the CAs would only fire off if the .txt file was not installed.  I set up the install to NOT install the file, which  in fact it did not, but the CAs would not fire off.

What's wrong?

&WORKTXT=2 mean WORKTXT is being uninstalled.
&WORKTXT<>3 would mean that it's not being installed locally (i.e. not being installed at all, or being advertised or installed to run from source)
