Anyone has a solution to this or have seen this issue before?
I was not able to update my MSI file table using msifiler.exe.
Keep getting the following error, "Failed to run the CostInitialize"
Need a resolution asap.

Not many people use this tool. What is your scenario? Most people who use this tool are developers of MSI tools actually. Perhaps you are working on an MSI tool?
In case you are using it to just build your own MSI file I would recommend that you try to use the Wix toolkit which will allow you to compile MSI files from XML source files. Quick tutorial here, and a more comprehensive one here.
