I want to use soap toolkit 2.0 merge module to my install project. (IS pro 7)

InstallShield Professional 7 can't use merge modules. You could upgrade to the latest version which can use merge modules, or build a "dummy" Windows Installer setup (e.g. using Visual Studio .NET) that includes the merge module, and launch that setup from your Professional 7 script.
