The topic is my question. Is there a tool that can convert Wise Install Builder files to Install Shield input files?

There is no conversion tool that I know of.
If it were Wise for Windows installer (not Install Builder) you could import the generated MSI file in InstallShield Professional - Windows Installer Edition (IPWI).
Of course you could use the repackaging tool that is included with IPWI to capture the actions of the Wise installer.
