under installshield develeopper 8.2 how can I prevent SetupInitialization dialog to be displayed. This dialog does appear in the dialog editor

InstallShield does not support suppressing this dialog. However, you can make it smaller, as indicated in this KB article.

This dialog doesn't appear in the "Sequences->Installation->User Interface" list.

Oops, I didn't notice you are using a InstallScript MSI project. My answer is only valid for Basic MSI projects. So please follow Art's advise. Sorry for the confusion.
