How to make the files always update (COMP_NORMAL)
in Files under 2. Specify Application Data
regardless of file version , creation date file , modified date
file which is without File Versioning Rules.

As far as I know there is no way. The whole process appears to be handled by the MSI engine. what I do is query the list of files in each component, check them for a file version and delete the file if it does not return a version. It's a pain but it works
