One of my customer who installs the MSI over a network on 1000 or more m/es made a mistake of not setting a property ALLUSERS=1 during the first installation.
Now he wants to Re-Install the product with the ALLUSERS=1 set can you suggest me a way...
I've suggested him the below bit he compalins that doesn't work.
msiexec /i abc.msi ALLUSERS=1 REINSTALL=ALL REINSTALLMODE=vomus /L*v verbose.log
Please throw some light on this problem as this is urgent.

You would have to uninstall the per-user install first.
