Modifying .MSI to run with elevated privileges

Does anyone know how to modify a .msi file to run with elevated privileges?  

Situation:  All of our users are power users in a Windows 2000 environment.  They do not have access to HKLM.  I am trying to install some COM+ exported objects onto their machines.  When the COM+ objects are about to be registered, I receive the message:

    ERROR Registering COM+ Application.

Our security people do not want to change the HKLM and HKCU AlwaysInstalledElevated keys to "1".

Any help is greatly appreciated.

If you have a Win2K back-end you could assign or publish the application in the Active Directory using Group Policy.  Or you could use SMS if you have that available in your environment.
