Can I force a reboot after a user unisnatlls my application using Add/Remove programs?

Yes, using ScheduleReboot (or ForceReboot)

Use it this way
Set Property CA
Property : REBOOT
Value : Forced
Condition : REMOVE
Thus reboot occurs only on uninstall
