Is it possible to read the contents of a text file located in the File table and replace some of the text before installing the file?
I've done something similar for files stored in the binary table but can't figure out how to access the files stored in the File table.

The files are not stored in the file table. This table only holds information about the files. The actual files are either inside your CABs (which may be in turn stored inside the MSI), or uncompressed on your distribution media. Why can't you change the file AFTER it has been copied to the target machine? That would be much easier.
