I am adding a new custom action from Minor Upgrade and want to run this custom action at the very end of Minor Upgrade Un-Installation.

It seems this custom action is getting uninstalled during uninstallation of minor upgrade and it is not being run at the end of minor upgrade uninstallation.

Any suggestion/Advice to tackle above issue is greatly appreciated.

If this custom action requires an installed file, then yes, that file would have been removed already. But if the custom action DLL (or whatever we are talking about) is stored in the Binary table I'd expect this would work. The custom action must be marked for "patch uninstall" and you need to be on MSI 4.5
