Registry settings issue with windows XP & 2000

bit stumped - have some software to install which requires a registry key being added. Issue is, when the software is installed with windows XP or 2000 the registry entry is made for the current user only, and not for all users (even if we are logged in as administrator)!
This means that the software will not work when another user comes along and uses the machine as the software cannot find the registry key !!
Any help / ideas would be fantastic as always.

Put the key in HKEY_LOCAL_MACHINE instead of HKEY_CURRENT_USER if you want it for all users

Add the HKCU key to your installation, when each time user logs in and clicks you application's shortcut the msi will "do a repair" and install the reg key..!
