You may want to translate the setup dialogs, although that is not necessary. And you may need to include localized versions of redisributable files.

Assuming you already localized the files, on-line help etc.:
Buy the premium version of InstallShield, or, if you use an older version, the "Language pack International West". This gives a translation of all standard dialogs, error messages etc. This translation is NOT perfect, it addresses the user in an informal way (compare it to the French difference of "Vous" and "Tu", or the German "Sie" and "Du" - Dutch knows the same split). This may be OK if your software is intended for children (eg. educational software), but it needs work if you create a 5.000 Eur business package. Reviewing all standard translations took me about one day. Creating all translations yourself takes much more time. Note that the Dutch version is not Flemish (Belgian Dutch).
If you created your own dialogs, strings etc., you've got to translate these as well - obviously.
Finally, don't forget the "normal" localization issues, eg. telephone numbers have a different format, addresses are shown different (zip code before city), etc.
