When uninstalling from Control Panel->Add/Remove Programs, I've noticed that a custom action which shouldn't run is executed. How can I define that it will not be executed in uninstall mode?

Use the condition _IsMaintenance="Remove" in your custom action.

That is not correct since _IsMaintenance doesn't change in this situation (it stays in its default value). I've already found the solution: not INstalled and not PATCH
