I want to do something in the uninstall after all files removed, like OnMaintUIafter in IS 63.
Who knows add this action into which sequences? or What Condition I can set to this action?
In other one Custom action, I set a Condition "REMOVE=ALL" for a action runing before all files removed. Is it right?

REMOVE~="ALL"
is the condition for a complete uninstall. To execute the action after the files have been removed, either make it deferred and insert it after the RemoveFiles action, or make it immediate and place it after the InstallFinalize action. You should do the latter only if your custom action doesn't modify the target system.
