WinExec in IS 6

Does IS 6 call the WinExec API instead of the CreateProcess API for self-registering files in a file group? We have a customer who, for security purposes, does not allow the WinExec api call. They claim that our Install application is making the WinExec api call.

I may be wrong, but that's kind of deep, so I'm thinking your gonna have to ask IS this one.
