I need to add items in List box control under some conditions only.
Can I do it using dialog editor or InstallScript??

You can add items at runtime using a custom action (written in InstallScript, VBScript or whatever)that adds temporary rows to the listbox table using MSI SQL statements.
I believe there's a InstallScript sample for something similar with combo boxes in your ISWI program directory.
