Is there a way, in the OnRebooted event, to determine if this was a First Time install versus a Maintenance install?

That's what the system variable MAINTENANCE is for.  Check out the help for further details.  Hopefully, it's smart enough to not forget what state it actually was in after a reboot though.

Hi,
I also faced the same problem. Yes even though it is first time installation after reboot the Install Shield engine is treating it as maintenance mode. To avoid this you can write one variable to the registry and set that value to 1 during the installation if it is displaying reboot dialog, if the Reboot is not necessary you even need not write. After reboot check the variable is present in the registry ( u even need not check the value of that ) if it is there in the registry u can come to a conclusion that it is first time installation and delete that variable. If your script didn't find variable in the registry you can say that that is not first time installation.

Good to know.  Yeah, if IS thinks its in maintenance mode afterwards then you'll have to resort to some equivalentat as venki_1 suggests.
