I currently have version 4.0.5299.0 installed and I'm downloading version 4.5 (released today) right now.

The Windows Installer 4.5 SDK includes Orca version 4.5.6001.0 (although the ProductVersion in orca.msi is 4.0.6001.0)

Some of us over on AppDeploy have been playing with InstEdit, a very capable Orca-type utility. I like it and am using it in preference to Orca.
