I have created custom askOptionsList by reading a file to create a list.
How do I read each items and check if that item is selected or not selected.
If not selected, I would like it to be checked before pressing "next" button.
Please see attached custom askOptionslist rul file.

There's no such attachment available.
However, the SdAskOptions & SdAskOptionsList functions are intended for features which can already be interrogated by other means. Therefore, you should instead consider using the AskOptions function to achieve the desired results.
