Basic MSI

After I install my VB application and all it's files, I click on the executable and the installer starts back up acting like it is going to install again.
(WORKS FINE WITH WIN 95 & WIN 98 , Problem occurs only in Win 2000 and Win XP)
It never actually gets to the point where you can click "Next" and "Install", but it keeps "Preparing to install..." and "Please what while Windows configures....."
The only way to stop it is to keep pressing the Cancel button over and over. After continuously pressing the Cancel button, by login wondow of my application
comes up like it is supposed to. Why is it doing this? Is there a file missing? And if so, how do I found out what that file(s) is/are?
