Can I distribute Windows Installer Cleanup Utility

Besides my best efforts, I have still come across situations where the Windows Installer/Installation crashes.  Microsoft even declare this situation on their site, but do not mention if I can ship the cleanup utility.

"... it is possible for Windows Installer to become damaged if:

- Your computer's registry becomes corrupted.
- You or someone else inadvertently changes a registry setting used by the
  Windows Installer, resulting in a problem.
- The installation of a program that uses Windows Installer (for example,
  Microsoft Office XP) is interrupted.
- There are multiple instances of Setup running simultaneously, or an
  instance of Setup is "blocked."

To be specific, the InstallScript engine fails to start and my uninstall falls over as soon as it reages the first InstallScript Custom Action.  

I have removed the condition from InstallUISequence->Engine Startup but still I get problems.

Are there any issues with regards to shipping "Microsoft Windows Installer Cleanup Utility", I would rather have a fix able to the customer if the install is in a state of disrepair than pretend it is never going to happen.
