During a re-install in IS X (same package/product code), it appears to run the uninstaller before beginning the re-install. This causes my custom action to be run twice (once during the uninstall and then again during the re-install). How can I prevent it from being called during the uninstall and only during the actual re-install? What can I set the condition to?
Also, what is the name of the function in the sequence that launches the uninstaller?

I guess you are testing this from inside the IDE? This is a feature of the IDE to make it easier for you to test your setup, it will not happen if you run your setup outside of the IDE. You can turn this IDE feature off under Tools > Options > Preferences > Uninstall before installing
