Shortcut not removed on uninstall

I have a basic MSI installation that creates a shortcut to an existing file on the system and includes one of the files I am installing as a parameter. What troubles me is that after uninstall the shortcut seems to not want to leave. Even after a reboot it is still there. Does anyone have any ideas as to why this would be?????

Hmm, I think I had this happen once when I used a major upgrade to upgrade my application and I changed a shortcut name without changing the component code of the component it was in.
Other possible causes: The component which installs the shortcut is either shared or set to "permanent".
