A windows crash seems to have broken Windows Installer, and it means I can't install the new messenger
The remnant of Installer prevents me re-installing it to try and correct the problem:(

Hi Glytzhkof, Thanks for the reference.
I read the bit about uninstalling on win98 - You need to delete 3 files msiexec.exe msihnd.dll and msi.dll from the c:/windows/system directory.
I was then able to reinstall Windows Installer 2 without getting the error that it was already on the OS or there was a missing .dll, and all is fine now. I guess the .dll error message is from something cached in one of those deleted files.
