Does anyone know of a Linux project to read/write (maybe even install/uninstall, too) an MSI inside of Linux?

No, but given that MSI files are essentially SQL databases under the hood (stored in COM structured storage files) I assume that it should at least be possible to view the database in Linux if there are any generic COM storage / SQL database viewers.
