feature level set to 0

Hi, I am back to packaging after a while.......so excuse me if my question is basic.
I have 3 features whose level are set to 0 in modify mode depending on some check box and evaluted before costfinalize. This is working for me as I dont want to modify any of the untested feature even if the files are updated in that feature.
The problem is if say 2 features level are set to 0 and the 3rd one is selected for modify. Now if the user removes this 3rd feature it is removing the product asif I have set remove all (uninstall) and the 2 feature whose level are set to 0 remains orphand (I can not modify and removed from add/remove program).
Please suggest if you have any answer???

This is expected behaviour. Level 0 de-selects the feature. There's no way to selectively update only some features if your update includes updates for all features.
