Locked files 9x installshield bug?

On Windows 9x , using Installshield 6.30

Detailed description of the problem : I am installing an upgrade, and with locked files, Installshield is creating entries in "WININIT.INI" under the [rename] section as expected, but ...

Long folder names are being shortened but not long filenames so - in
WININIT.INI the following

[rename]
C:\WINDOWS\SYSTEM\abc1234567.exe=C:\WINDOWS\SYSTEM\abcS23F7.RRA

after reboot I have the old version of abc1234567.exe and the new version
has been renamed from abcS23F7.RRA to abc12345.exe

Obviously this is incorrect behavior, I would like a workaround please, or a fix. I emailed Installshield support on this and they SUCK.

Can you check for this prof string before reboot and if you find it rewrite it with short filenames.  Ie, line should be:
C:\WINDOWS\SYSTEM\abc123~1.exe=C:\WINDOWS\SYSTEM\abcS23F7.RRA

Get the first part:
C:\WINDOWS\SYSTEM\abc1234567.exe

and do a longpathtoshort on it then rewrite it.

(Assuming you can't use the runonce reg key to rename it because it is locked...)
