I have a project with DLLs dependancies.
I don't manage to register them without reboot on Windows NT.
NOTE : BATCH_INSTALL at the end of the Setup is FALSE
They're not locked or other thing because it's just the first installation.
The InstallShield version is 6.12

NT4 is pretty out of date with its supplied components (i.e. Visual C++ or Visual Basic runtime files), so are you sure the DLLs aren't failing to register due to inadequate or missing dependencies?
To test this theory, you can try registering them by hand at the command prompt and/or run a dependency checker on them.
