I want ERROR_PRODUCT_VERSION to appear!!!

I am trying to create an upgrade that will cause error code 1638
(ERROR_PRODUCT_VERSION).  I have used the MINOR UPGRADE method to try to get
this to happen.  I have changed the package GUID and the product version (I
did not change the product GUID or upgrade GUID).  I have run the examples
in "The Official InstallShield for Windows Installer" book (chapter 20).
The examples in the book work when you install V1.0 and then try to install
V1.2 (you get the 1638 error).  I did rebuild the install kits from the book
and tested the new kits and they worked.

What has to be the same, different, or set to get the 1638 error code.

Someone please help.

Other info:
InstallShield Pro Windows Installer Edition V2.03
OS Running IS Pro WIE: Win 2000
OS Testing Install kits: Win 2000
1638 (ERROR_PRODUCT_VERSION) Text:  Another version of this product is already installed. Installation of this version cannot continue. To configure or remove the existing version of this product, use Add/Remove Programs on the Control Panel.

If anyone needs more info please ask...

As far as I know to trigger error 1638 a package with the same product code but different package code must be installed, and you don't use the option "v" in REINSTALLMODE (in setup.ini or on the command line)

I failed to change the package code GUID in the release section of InstallShiled.  The release section package code overrides the global one in the General Information->Summary Information Stream.
