How can i say, that my Installer, starts the Setup for .Net Framework 4.0Full on Windows 8.1
On Windows 7 everything runs greate

Windows 8 includes .NET 4.5 therefore .NET 4.0 can't be installed.

yes, i don't think you need to distribute .NET redistribution pack. installshield will automatically download it if it is missing on the client machine.
