Forcing "DoAction" During Silent, Nested Install

I am using a 3rd party Merge Module which provides a custom action which must be linked to the "Finish" button of the InstallCompleted Dialog.

Because this is a nested MSI inside another installer, it does not go through the InstallUISequence, so this action is not called. Is there a way to "force" control events to occur, even when the installer is run in silent or nested mode?

I have tried extracting this custom action an inserting in the InstallExecuteSequence, but this causes the install to err. I have tried it in multiple places in the sequence. Are there rules for where MM CAs can be called?

If you can edit the nested msi with orca, you could add an entry into the execute sequence of the nested install.
