NOT Reinstall condition for CA?

I have seven CA that are executing when installing, for the first time and when modifying the installation. Is there a condition that makes them ignore Repair, such as the condition NOT Installed? My CA needs/uses input from customer and when repairing this information is over written.

Having tried to find a similar property that I can use I have decided to set a Public property to the value of _IsMaintenance when I press the next button on the Maintenance Type dialog, and then condition the creation on this new property.
