When I select REPAIR for my install, it does not repair... it takes me out of the Maintenance screen. I have verified REPAIR is set to NO in General Information and I have not changed any code within MaintenanceUIBegin.
Any Ideas?

I had the same problem. I could install, modify and remove my application, but when repairing the setup crashed.
The problem was a circular reference between two features.
Feature1 had Feature2 as a required feature
Feature2 has Feature1 as a required feature
When I removed the circular reference the repair worked again!
