Advise problem with Developer 7.0.2?

Install the software with all options and then on first launch of the main executable for the product, the 'configure' (msiexec.exe) comes up for about 10-15 minutes before it allows the product to launch. Second time launch is fine. The installer has all features or shortcuts set as "disallow advertise".

Is it possible that MSI 2.0 is installed at the first launch ?

just to expand on what was in previous post...
check the version of the msi engine prior to install and check to make sure the minimum required engine ( from the msi summary stream of the msi ) matches... if not then a v1.0/v1.2 will be replaced by a v1.5 or v2.0 ( or even v2.0.2600.2 ) requirement...
another possibility is that the installed msi has component conflicts with another msi on the system... msispy and windiff will allow you to check this fairly quickly...
