How to disable a dialog box

I am using "Installshield Professional Windows nstaller Edition 2.0".

I made a custom dialog box by right clicking on "AllDialogs" and choosing New Dialog. This dialog box then serves as background for my setup.
Now I want to diable this dalog box so that any mouse click on it does not bring it to foreground (thereby sending setup dialog boxes to background).

Please let me know if there is a way to do it.
I have put this dialog box before InstallWelcome dialog box in Sequence list.
