Can I author an installation so that it installs as, both, per-user and per-system through incompetence?

The ALLUSERS=2 flag places all of the data in the all users profile. Is that what you were after?

I am trying to figure out how per-user information got into my per-system installation.

A "per machine" installation can include user-specific components (installed in the user profile) if this is what you mean?
These components are "repaired" on a per-user basis whenever a "new" user invokes a "per machine" MSI advertised entry point. These components must have "HKCU" keypaths.
A "per user" installation of an MSI simply registers itself differently on the destination PC so that the apllication is only "visible" to that user (see SDK).
