Installing on Windows 2000

I am using Windows Installer1.52 for making installation kit. I am not giving the dialog box "Customer Information" to user. I want to install my software for AllUsers on the PC. I created a custom action for setting ALLUSERS property to 1 and placed after "CostFinalise" action. This works fine when I install my software on NT box.

But when user installs software on 2000 Box under "program files" folder (default location), the folders created under program files are restricted for USERs to modify them. My application needs write rights on one of this folders. How can I change rights for folders of my application for all users so that any one can modify contents from them ?
