I've got a client who wishes to uninstall the windows installer service (not my choice) and was wondering if anyone has done this - is it safe, and will MSFT still support the OS?

It's not safe, and should only be used as a last measure if the service is damaged. ususally this is folowed by a reinstall of the latest version. Why do they want to do this?
